They are still very much a part of the collective memory of the prisoners, their families, and the residents of an island cut off from the outside world.

Popularly known as the “labor reform concentration camp,” from 1951 to 1965 the New Life Correction Center was the first of several prisons to imprison victims of the White Terror. The prison run by the Ministry of Defense from 1972 to 1987 went by the name “Oasis Villa,” and adopted concentration-camp measures within its high walls. The “New Lifers,” as they were called by the island residents, now find it difficult to describe what it was like then, especially a daily prison routine that still allowed interaction with the locals, as the New Lifers sought to survive in their newfound natural surroundings.

Collected here are mainly the stories of the survivors, but their wives, children and grandchildren also make their appearance to call up history. Production labor brigades, trade and exchange with the islanders, medical services, dramatic productions…. all these and more heart-rending vignettes together weave a dramatic tapestry. Add to these the impressions of contemporary visitors to the human rights memorial, and one gets a feeling for how the past and present connect.

⊙ The cover of attached booklet to A Day on Green Island.

Rather than shooting from a script, the camera goes wandering in search of memory that changes through the passage of time. Thanks to the generous revelatory contributions of the victimized prisoners as well as other participants, today we are able to enjoy what may be called a “collective memory.” Perhaps more like these story-tellers will follow, as we salute their courage!
Many are the former prisoners who call Green Island their second homeland. One political victim goes so far as to insist that it was his only home, as he was sent to the New Life Correction Center at an early age. What they all share is that, with the natural beauty of the place where they passed the spring of their lives having once been so unspoiled, now they are concerned about the future – of the natural environment, and with how their experiences will be carried into the future.

As for the present, it is the combination of verdant mountains and azure sea that draws so many visitors today. For them it may be difficult to imagine what it was like for someone to have spent 15 years of their life here nearly 60 years ago.
Quite likely there is no other place like this in the world, with no end to the stories that can be told of an island so cut off from everything else. Today, these personal stories connect the rich cultural legacies of both Taiwan and Green Island.

For more information visit: http:// 2009greenisland.blogspot.com

Featuring: First was the New Life Correction Center (1951~1965), operated by the Taiwan Security Command, reflecting Taiwan’s isolated position in the global Cold War. Later came the Ministry of National Defense Green Island Reform and Reeducation Prison (1972~1987). It was also the time of the rising tide of the human rights movement, when overseas human rights activists came to the rescue of Taiwan’s political prisoners. The postwar history of the repression of human rights in Taiwan finds its concrete expression in the relics and exhibition activities of this park.

◆The park is located northeast of Greeb Island. The various indigenous peoples of Taiwan believe they came from “Sanasai,” their name for Green Island. Prehistoric links with the Austronesian peoples throughout the Pacific and Indian oceans have long interested archeologists and anthropologists.

200 years ago the first Han people came here from Siao Liuciou, off southwest Taiwan. Spreading throughout the island, they now comprise four villages. Early-period dwellings were squat structures with roofs of local wood atop walls of stacked coral. Liuma Ditch is near a prison built during Japanese colonial rule, the Burnt Island Detention Center for Vagrants (1911~1919). After the war, the Kuomintang government opened first the New Life Correction Center, and later the Ministry of National Defense Green Island Reform and Reeducation Prison. With martial law ended, it became the Ministry of Interior’s Green Island Vocational Training Center. Each of these prisons has left behind different political slogans as the signatures of their times.

<img style="display:block; Inmates spent as long as 15 years here doing hard labor and undergoing thought reform. Peak prison population was 2000 prisoners, divided into 12 squadrons. From 1951 to 1954 there were nearly 100 women, as well as some prisoners captured off mainland China. With administration and staff included, there were 3000 people. Early-era work included going to the mountain to fell trees, and to the beach to break up reef rocks, and the construction of the “Overcoming Adversity Shed.”

In the beginning conditions were harsh. At the end of the Korean War, prisoners on Green Island were forced to “voluntarily” show loyalty and have themselves tattooed with the slogan “Oppose the Communists, Resist the Russians.” The campaign failed. Statistics of the administration later revealed that 14 prisoners were executed in July 1953 for “recidivist incidents.”

If in the opinion of the administration a prisoner “had not reformed his thinking” at the end of his sentence, he was transferred to Siao Liuciou to do hard labor. The New Life Correction Center typified the sort of reform concentration camp spawned by the East-West Cold War.

Chen Ming-ho spent from 1952 to 1967 in the New Life Correction Center, a total of 15 years. In 2002, at the age of 72, stroke by stroke he painted with trembling hand this bird’s-eye view of the prison from memory.

Landmark and Old Photos
<img style="display:block; The main prisoner Bakua Building’s plus-shape configuration was for better centralized control, with four blocks on each of two floors, each block having 52 cells of various sizes. Most political inmates were held on the first floor, the second floor being reserved for special cases. Four exercise areas allowed outdoor relief of 20 to 30 minutes twice a day. Within the prison were also a special observation and medical room, solitary confinement cells, a kitchen, a storage room, and an off-limits room. On the east side of the administration building was visitation space. Oasis Villa held prisoners of all ages, and it was there that prisoners held at Green Island for as long as 34 years finished their sentences. Thanks to the changed external environment of the times, Oasis Villa enjoyed relatively better communication with the outside. Collective hunger strikes were launched in response to outside actions calling for democracy and human rights.

<img style="display:block; From 1976, when President Carter’s foreign policy brought the human rights issue into the international political arena, the KMT authorities’ records of human rights abuse drew worldwide concern. In 1969 Hsieh Tsung-min and Tsai Tsai-yuan cooperated to compile a list of political prisoners, which Peng Ming-min handed to the US ambassador. In 1970 Tsai Tsai-yuan passed a list of 237 prisoners to Japan, where it was published in Taiwan Chenglian, the first time such a list came to public light.

In 1970, jailed dissidents such as Tsai Tsai-yuan and Chen Chung-tung, with the cooperation of people outside, like Roger Hsieh and Tsai Chin-keng, compiled detailed information on 214 political prisoners, which they passed on to Amnesty International. This information became a vital reference for subsequent international aid efforts for Taiwan’s political prisoners. After the Kaohsiung Incident of 1979, the KMT vigorously arrested opponents, an act that evoked concern around the world. Pressure from the international community created the environment for resistance against KMT oppression both within and outside of Taiwan.

　　　　◆Hand-written List

This list of 214 prisoners made it overseas, where it appeared in the monthly Taiwan Chenglian. Forty years later, Cheng Nan-jung, who was born in that year, promoted a redress movement. On a speech-making tour of the island, he was surrounded by riot police everywhere he went. To medicate and rebuild the collective soul of the Taiwan people will require effort, so that the dark authoritarian shadow may be erased in all aspects, political, economic and cultural.

◆In December 2004, victims held a press conference regarding the content of recently declassified documents, requesting that the Legislative Yuan organize a Commission for the Investigation and Settlement of Post-War Historical Facts, to investigate who was liable during the autocratic period.(photo by Ronald Tsao)

◆19 May 2007, a group of victims of the February 28 Incident and the White Terror took part in a demonstration to change the name of the Chiang Kai-shek Memorial Hall to the Taiwan Democracy Memorial Hall. It is also a significant representation of the successful democratic transformation into a model democratic country despite one of the longest martial law periods in the last half of the 20th century. Within these grounds were once locked up people from every province in China, from overseas, and from all regions of Taiwan, leaving in their wake intangible cultural assets. More than 20 prisoners served sentences of over 30 years here, perhaps a world record for an island prison. The park’s case list presents a legacy of tragedy, or “negative heritage,” comparable to that of sites on the World Heritage List, including remnants of tragedies such as Auschwitz in Poland, the Atomic Dome in Hiroshima and Robben Island in South Africa, symbol of the pursuit of freedom under the policy of apartheid.

◆The Atomic Dome in Hiroshima(photo by Ronald Tsao)

Green Island’s coastal coral reef, known as the Great Mushroom Head, serves as an indicator of change in the ecology of the nearby ocean waters, a living record of the earth’s history.
